La evaluación del gasto público federal en
Desarrollo Social es de fundamental importancia en nuestros
días, pues representa que tan efectivo es el gobierno en turno,
en su lucha frontal contra la pobreza. La tabla que aparece
abajo, dividida en dos partes, trata de mostrar y
determinar el porcentaje de la inversión pública federal que
cada uno de los gobiernos destinó para este importante rubro
de nuestro desarrollo. Es evidente que en un lapso tan
extenso, las formas de evaluarlo hayan cambiado y los
resultados no sean del todo comparables y compatibles, sin
embargo se puede apreciar que la tendencia se ha mantenido de
manera sostenida al alza. En los últimos sexenios se ha
puesto especial énfasis en calcular con más precisión el
porcentaje erogado en Gasto Social con respecto al Gasto
Programable y es la principal razón para que la tabla esté
dividida en dos partes. Es interesante observar como dos
sexenios populistas (LEA y JLP), que se caracterizaron por su
demagógico mensaje de "Justicia Social", calificaron
en niveles bastante bajos dentro del ranking, que
aparece en la última columna de la derecha.
